What is a TRI-banded race?

I think you're right Marcus, not 100% sure though... at thos level it probably means the horses are crap, really crap, and dog food.

Dear Wayne,
As you may well be aware there are 3 "bands" within Banded racing A, B and C.
A Tri-Banded race is for three year olds only in bands A, B or C with a weight allotted according to which band the horse is in.

So it is similar to handicapping, but it is not actually considered a handicap race.

Good of him to get back to you Wayne, I've always look at banded racing as somewhere between handicaps and non handicaps anyway because they are to a certain extent based on the horses official rating. That certainly sorts out the tribanded thing :)
