    Ditto what the Geeza says.

What is the site for? Personal or business use?

If personal, you could start with a freebie site (with ads) using an online site builder from Yahoo Geocities or similar and build up from there.

It also depends whether you want to pay for hosting or not.... there are several hosting companies I can recommend if you wanted to go down this route.

You could do worse than trying a free site builder (any of 'em really) and having a play. Think about what you want the site to look like first and then just get your hands mucky. Once you get something you like look at the HTML used to create some of the bits of the page and develop from there.

Best advice I can give you is to immerse yourself in learning HTML - there are plenty of resources available on the web. Once you have that grounding, get yourself a free HTML editor. Again you can find loads of those at www.tucows.com
Take a look at sites you like and do a right-click to check the source. Learn how they've created the effects you can see. The problem with site builders is that they'll create the layout they think you should have rather than the one you want.

Do a search for free HTML templates. Download and pick those apart to see how the pages are put together.

You don't need to host a site yet - create your pages and then check them out on your PC in your usual browser. Keep tweaking and practising. Once you're happy with a design, then you can think about where to host it.
