    Simple, make the sentences longer, the purpose of jail is to keep these folk off the streets, in fact you don't even have to make them longer, scrap the; you only do 1/3rd of the sentence if you're a good boy!!!

    Bring back hanging for second offences - cuts out the third offence onwards and may provide a deterrent!
