What does long handicaps mean on the RP site(racecards)?

I believe that long handicap is simply the true weight that the handicapper thinks that the horse should be racing from.e.g in the 3.05 at Perth today,Maraud is 9-10,but a horse cannot race in a N.H. race with less than 10 stone[excluding any jockey allowance]So Maraud would be classed as racing from 4lb. out of the handicap..that is it will be carrying 4lb. more than it should be.In this case it is offset by a 7lb. claimer doing the steering,so will be racing with 9st. 7lb.
