How can it have been 'routine' - to an area where there is a grenade toting/using killer on the lose?

Apart from being a crazy, the only reason I can think he did this was for that Police reward video with all the money on the table. He knew his time was up so he though I am going to take some Cops out. Utter cowardice, I am against the death penalty but for him, my mind could be changed.
