Official meaning of Racism in the Oxford dictionary, and the legally accepted meaning:
The belief that all members of each race possess characteristics, abilities, or qualities specific to that race, especially so as to distinguish it as inferior or superior to another race or races.
and anti-Semitism:
"discrimination against or prejudice or hostility toward Jews. "
What the FA is charging the Wigan manager and Balotelli with over the word 'chink', Jews being tight, and 'black men can jump' is pathetic. They are not racist in any way as they do not fit under the definitions.

If saying 'Jews are tight' makes you a racist, then also do the following comments:
The French are cowards. (Italians not far behind)
The Scottish are tight-fisted alcoholics.
