It seems NI released a statement saying they were shocked at this news, and knew nothing about it until the police told them, and yet 3 weeks after the poor girl vanished the NoW published an article that mentioned a message they'd hacked and they took the information to the police themselves

They know the game's up but will try every trick in the book to make out it came as a shock to them, as they're well aware that readers will be repulsed by them hacking into the phones of the murdered girls.
The British public may be celebrity-obsessed and prurient to a degree, but they draw the line well before this. Who on earth is going to hack into phones if they're not receiving instructions and payment - I presume the private investigator wasn't working for nothing - without the say-so of a (senior) NOTW employee?
This is where Parliament decides if it runs the country or is told what to do by Rupert Murdoch. If NI dig their heels in as expected, I hope their circulation figures collapse as a result, as it's the very least they deserve. Murdoch has dragged British journalism beneath the gutter with the get a story at all costs policy which his editors are allowed to pursue.
This is from 38 Degrees:
How much lower can Rupert Murdoch's media empire sink? Today, one of his papers stands accused of hacking the phone of murdered teenager Milly Dowler, causing her family even more pain, and risking a police inquiry. [1]
Rupert Murdoch's empire is now under investigation by the police. [2] But at the same time, he’s getting ready to take even more control of our media. This week, Murdoch’s expecting to get the green light from David Cameron’s government for his takeover of BSkyB. [3]
If we work together, we can make sure this week doesn't end with Murdoch getting awarded even more power. Let's stand together for higher media standards and against Murdoch's latest power grab.
Help break Murdoch's grip, sign the petition now:

The final government inquiry into Murdoch's power grab ends this Friday at midday. [4] We'll deliver a copy of the petition to the inquiry - demanding that the phone hacking allegations are taken into account and the deal is halted.
The government wants to approve Murdoch’s BSkyB takeover. They say that Murdoch promises to respect media independence, so there's nothing to fear from giving him even more control. They want us to trust Rupert Murdoch! [5] But how can we trust Murdoch when his paper stands accused of hacking into the phone of a murdered teenager?
We’ve got until noon on Friday to prove to the government that the public wants the brakes put on Murdoch’s power grab. Let's get over 100,000 signatures by then – add your name now:

Going by some of the reports no wonder the police didn't investigate properly in the past, it seems they had hands in Murdoch's pocket ... allegedly..

Praise is due to the Labour MPs who stuck the boot into the Murdoch empire in the Commons today, and David Cameron's friendship with the seemingly fireproof Rebekah Brooks suddenly looks very distasteful.
Many years ago, I saw a TV report about former Times editor Harold Evans leaving the legendary newspaper when Murdoch bought them over in 1981. Harold clearly saw what lay in store for the newspaper group, and all these years on his judgement is shown to be acute.
The way Murdoch's PR representative Simon Greenberg brushed off an ITV reporter's questions in tonight's bulletin made your flesh crawl.
Strange that this Rebekah (parents can't spell!!!), admitted they pay the police years ago, and yet the police launched no investigation .... you can bet a number of bent coppers will suddenly be taking early retirement on a nice bundle of tax money .... sorry, pension
