When a horse is showing (ex7) next to its name does this mean that the 7 lb is already added and the horse above is carrying 11-1 or does it mean the horse is carrying 11-8

Already added, at least I always thought it was. I think the (ex7) is there to show you the horse has recently been hiked in the weights with the penalty but it is due to go off with the weight as advertised. So your horse would have been in the cards at 10-8 before it won a recent race to pick up the penalty.
