You need the bookies formula but it's a secret, so just check the SL/RP results

Marcus is correct - a forecast is a bet in which you predict the first and second horse/dog/runner etc in the frame, e.g. 1st = No Effin Chance, 2nd = Didn't We Come Close.
A reverse forecast is where you predict the first and second runner but to finish in either order, e.g. Bet 1 would be as above but Bet 2 would be reversed i.e. 1st= Didn't We Come Close and 2nd = No Effin Chance. Hence you shell out for two forecast bets.
If the payout is £23 as you said then that's what you will receive for each £1 staked on the winning bet but your equivalent stake on the second bet is lost.
As for calculating the returns that's anyones guess although, if you try a search on the forum, a number of members have come up with very close approximations of their own. However the actual payout is normally posted up shortly after the race is run.
